League Format

          The UAFFL will consist of twelve teams divided into three divisions (Eastern, Central, Western). Each season will consist of fourteen games. Week 15 and Week 16 are reserved for the playoffs. Week 17 will be used for the UAFFL Fantasy Bowl. The UAFFL is a "dynasty league" so most of each team’s roster will carry over from year to year. Let’s see who can build the league’s first dynasty team!

 

Commissioner's Office

          Greg Hessenflow heads the Commissioner's Office and is assisted by Co-Commissioners Scot Zook and Brian Byrnes. The UAFFL League rules are designed to provide an environment that is enjoyable for all league members and to make the league as fair as possible. Any attempt to circumvent the rules is highly discouraged and subject to penalty. Any questionable activities are subject to review and judgment by all members of the Commissioner's Office.

 

Rules Committee

         The Rules Committee consists of Commissioner Greg Hessenflow, Co-Commissioners Scot Zook and Brian Byrnes, and Team Owners Bill Canedy and  Chris Luhning. Kenny Westberg and John Dutton will serve as the 1st and 2nd alternates respectively. The rules committee will gather sometime between the Fantasy Bowl and Draft Day. It will be at this time that all rule changes will be discussed and voted on. A rule change will require a 4-1 vote in order to pass. Any major change to League Rules will be voted on by The Entire League and will require 9 Votes to pass.

 

LeaGUE fEES

          Each owner is required to pay a league franchise fee of $130.00 at the beginning of each season on Draft Day. All league money will be used for all league expenses including trophies, web sites, etc. All transaction and trade money (excluding Injured Reserve) is included in the franchise fee. In the event of a pandemic, IR Fees will be waived. If the pandemic rule has to be implemented, then League Fees will be pushed to the following season.

New Owners

Each new owner entering the league will receive a $25.00 discount (in the 1st year only) on league fees. They will also receive 5 years of extensions to use on their roster. Extensions for players will be no longer then 2 years in length per player.

 

Rosters and Lineups

          During the UAFFL season, each team’s roster must contain fifteen players and may consist of any combination of the following positions: Quarterback, Running Back, Wide Receiver, Tight End, and Kicker. During the UAFFL off-season, roster sizes are allowed to fluctuate in size due to trades. However, during the season, each team needs to be able to field a complete starting lineup. Each week owners will be responsible for setting their lineup on the CBS Sportsline website or calling in their team’s lineup to one of the three UAFFL commissioners. A weekly team lineup will consist of the following: 

1 Quarterback

2 Running Backs

2 Wide Receivers

1 Flex Player (Running Back, Wide Receiver, or Tight End

1 Tight End

1 Kicker

Any Player may be entered into the weekly lineup up to 5 minutes before game time for that particular players' game.

 

Player Draft

          Approximately two weeks before the UAFFL season begins (the Commissioner’s Office will predetermine the date) the UAFFL Cut Down Day will commence. Draft Day (also determined by Commissioner's Office) will be approximately two weeks before the NFL regular season (Usually the last Sunday in August). Each team’s finish from the previous year will determine the order of the draft from worst to first. The team that finishes fourth in the playoffs will pick ninth, third place picks tenth, second place picks eleventh and the UAFFL Fantasy Bowl Champion picks last. At the end of the draft, all divisions will be redrawn by a blind draw method determined by the commissioner's office. The team owner that finished last the previous season, will contribute $50.00 towards beverages and/or snacks for the draft.

The round a player is selected in will determine the size of contract the player receives:

Selected in the first round = 3-year contract
Selected in the second round = 2-year contract
Selected in the third round or later = 1-year contract


Due to team compensations, all of the team’s may or may not pick in each round. If the Pandemic Rule is implemented, All Players drafted will be returned to the Player Pool and all Trades made during the Draft and after will be voided and returned to their original teams. 

Each team owner will have five minutes to make a pick in rounds one and two. Later rounds will have a maximum time limit of two minutes. The draft order will remain the same throughout each round in the draft and will continue until each team has filled their roster to the 15-player limit.

Pfister Rule: If an Owner cannot be present on Draft Day or have physical representation at the Draft, they may participate via computer online in the Draft Room. There will be NO Drafting via cell phone. If a team drafting via computer loses his connection and does not re-establish said connection before his alloted time expires, then that team's Draft Picks will be skipped. When the owner does arrive and or gets reconnected, they begin making their first selection when the team's next pick occurs. Any picks that were skipped are considered to be permantly lost. If necessary, the owner may fill the teams' roster at the conclusion of the Draft. Any team owner who physically themselves misses 2 drafts within a 4 year span, will be subject to being voted out by the league. (It will only require 7 votes to replace an owner) In the event of a pandemic, Owners will be allowed to participate in the Draft remotely without penalty.

JOHN Allen Rule: If a team drafts a player that is inactive, no longer playing in the NFL or possibly dead, that team still retains the rights to that player. Owners are responsible for knowing whom they are selecting and such a mistake will cost the team a transaction to remove that player from their roster and re-acquire a new and hopefully active member of the NFL.

Mike Littlejohn Rule: Any and All Rules and Regulations of the UAFFL are subject to interpretation by the Commissioner’s Office. Decisions made by the Commissioner’s Office are FINAL.

PANDEMIC Rule: In the event that the NFL cancels their season at any point prior to the completion of all NFL games of Week 8 (ALL MONDAY NIGHT GAMES MUST BE COMPLETED), then The UAFFL Season will be considered null and void. If all Week 8 games are completed, then the UAFFL Season will be deemed completed and 50% of the prize pool will be paid out according to the payouts section.

 

Contracts

          Every player on a UAFFL roster will have a contract assigned. Initial contracts may not extend any further than 3 years. When the contract expires, the owner will have the option to extend the player’s contract, trade the player, or release the player back into the free agent pool. A player will be allowed NO MORE than 2 extensions regardless of team after his initial contract. At the expiration of a player’s 2nd extension, he WILL BE released back into the free agent pool.

Contract extensions are allowed at the conclusion of the UAFFL season and will be due by August 15th. Owners will be allowed to extend players who have an existing unexpired contract as long as they have the proper pick. The team offering the extension must pay compensation in the form of draft picks in the next draft. Compensation will be determined based on the players’ performance. All extensions will follow the player when traded to a new team.

2-year extension = Lowest first round pick available surrendered for a Tier 1 player

2-year extension = Lowest second round pick or higher available surrendered for a Tier 2 player

2-year extension = Lowest third round pick or higher available surrendered for a Tier 3 player

1-year extensions are not allowed

If a team does not have the proper compensation then that team will be unable to offer a contract extension.

In the event that the UAFFL Season is canceled, All Keepers who have a future expiring contract prior to the start of the UAFFL Draft will have 1 year extended to their current contract.

A Players’ position in rankings will be determined by their fantasy point total after Week 13 of the NFL regular season and are defined as such:

Tier 1 Player:

Quarterback who finishes in the Top 15 of Fantasy Points at his position
Runningback who finishes in Top 15 of Fantasy Points at his position
Wide Receiver who finishes in Top 20 of Fantasy Points at his position
Tight end who finishes in the Top 8 of Fantasy Points at his position

Tier 2 Player:

Quarterback who finishes 16 - 30 of Fantasy Points at his position
Runningback who finishes 16 - 30 of Fantasy Points at his position
Wide Receiver who finishes 21 - 40 of Fantasy Points at his position
Tight end who finishes 9 - 16 of Fantasy Points at his position

Tier 3 Player:

Quarterback who finishes 31 or lower of Fantasy Points at his position
Runningback who finishes 31 or lower of Fantasy Points at his position
Wide Receiver who finishes 41 or lower of Fantasy Points at his position
Tight end who finishes 17 or lower of Fantasy Points at his position

Kickers will not be ranked

Teams are allowed to terminate a players contract prior to their expiration. For a team to terminate the contract the team must pay compensation based on how many years are left on the player’s contract. If a player retires, then his contract will automatically be terminated. If a player quits, his contract is still valid and will be handled according to the rules.

Termination of a 3+ - year contract = $50.00

Termination of a 2-year contract = $40.00

Termination of a 1-year contract = No penalty

Example: Player A has a contract that expires 08-15-2012. A team cannot terminate that player's contract without penalty until the conclusion of the 2010 season. It should be noted that the termination of contracts will not be counted as one of a teams regular transactions.

 

Player Scoring

FG - Field Goals of 0 to 34 Yds 3 points

35 to 39 yard FG = 3.5 points

40 to 44 yard FG = 4.0 points

45 to 49 yard FG = 4.5 points

50 to 54 yard FG = 5.0 points

55 to 59 yard FG = 5.5 points

60 to 64 yard FG = 6.0 points

65 to 69 yard FG = 6.5 points

FL - Fumble Lost, Including ST plays -2 points

MFG - Missed Field Goal under 30 yds -2 points

MXP - Missed Extra Point -2 points

Pa2P - Passing Two-point Conversion 1 point

PaInt - Passing Interception -2 points

PaTD - Passing TD 4 points

PaYd - Passing Yards 0+ PaYds = 0.1 points for every 2 PaYds

Re2P - Receiving Two-point Conversion 2 points

ReTD - Receiving TD 6 points

ReYd - Receiving Yards 0+ ReYds = 0.1 points for every 1 ReYd

Recpt - Reception 0.5 points

Ru2P - Rushing Two-point Conversion 2 points

RuTD - Rushing TD 6 points

RuYd - Rushing Yards 0+ RuYds = 0.1 points for every 1 RuYd

XP - Extra Points 1 point

STTD – Punt or Kickoff return for Touchdown 6 points

 

Transactions

          Free Agents Free Agents may not be acquired after the Fantasy Bowl until after the draft of the following season. Transactions will be held every Tuesday from 12 am until 11:59 pm using the Waiver Wire. Each owner has the option to put in a request for a free agent via the Waiver Wire by either using the CBS Sportsline website or physically calling the commissioner. CBS will approve all waiver wire transactions. The Waiver Wire order is based on the teams current record and total fantasy points scored for the season from worst to first. After 11:59 pm on Tuesday until the first game on Sunday, transactions will be given on a first come-first serve basis. All players acquired via free agency must first clear a 3 day waiver process and will be considered to have a 1-year contract. All add/drops and trades are free and will be covered under the franchise fee.

          Injured Reserve In addition to the 15-man rosters, two additional slots will be available to be used by a team for players that are listed by the NFL as out for the season. If a player is placed on Injured Reserve, he will be ineligible for the remainder of the season regardless of his status in the NFL. Players can be placed on IR for an additional $10.00 fee. All player contracts will remain intact and any replacement players contracts will expire August 15th after the current season. In the event of a Pandemic, Extra IR Spots will be added as needed. Once the player comes off of IR the team must drop any added players from their roster.

Bye Week Penalty Owners who start a player who is on a bye week will be penalized $10.00 per player for every occurrence.

          NOTE - Before Week 1, if a player is added to the player pool via a team transaction, that player must remain in the pool for forty-eight hours before he is eligible to be acquired by another team. The pre-season Waiver Wire's order will be listed as the reverse order of finish from the previous season and stay that way until a team makes a transaction. When a transaction is made that team then moves to the bottom of the Waiver Wire. In cases where two teams make different transactions at the same time, the team with the better record from the previous season will follow the team with the worse record the previous season at the bottom of the waiver wire.

          TradesTrades may consist of any amount of players and/or draft picks up to 2 years in advance, based on the calendar year. Example: On January 1, 2012 you may legally start trading 2014 picks. Contracts follow the player to the acquiring team when being traded. The Commissioner will still approve all trades.

If, for whatever reason, the Commissioner’s Office feels that the trade is not in the best interest of the league the trade will be blocked. All trades must be presented to the Commissioner’s Office by all teams involved. The trading deadline is the day preceding the NFL's Week 12 games.

 

Schedules and Tie Breakers

Regular Season Schedule

UAFFL teams will play teams in their division twice and every other team once. Divisions are redrawn every year.

Playoffs

The playoffs and Fantasy Bowl will consist of three weeks (Weeks 15 thru 17) involving six teams. Each division winner plus three Wildcard teams will be entered into a tournament. The two division winners with the best records will receive first week byes during this tournament.

Non-division winners with the best records determine Wildcard teams. In case of tie records the Tie Breaker system will be utilized.

In Round 1 of the playoffs, the #3 seed will play the #6 seed and the #4 seed will play the #5 seed. In Round 2, the lowest seeded winner from round 1, will play the #1 seed and the #2 seed will play the round 1 winner with the highest seed. Winners of round 2 will meet in the Fantasy Bowl to be played in Week 16. The winner of the Fantasy Bowl is declared the League Champion.

Tie Breakers

Ties are not allowed in the UAFFL regular season or post-season. The following will determine the winner if a tie were to occur in a contest.

1. Head-to-Head score of each team’s inactive players
2. Coin toss

The following will be used in the event of a tie involving team records for position (playoffs, draft order, etc.).

1. Head-to-Head (best won-lost-tied percentage between the two or more teams)
2. Total points scored in regular season
3. Coin toss

Trophies and Prizes

There will be two trophies to be distributed at the end of the season. The League Champion will receive the Traveler’s Trophy, which upon will be listed all of the previous League Champions, and a first place trophy. The League Champion is required to bring the Traveler’s Trophy with them to Draft Day the following year.

The Traveler’s Trophy is to be turned in no later than Week 16 for updating. The first place trophy is the League Champion’s to keep.

Providing there is an excess of funds the remaining money will be distributed using the following:

Each owner of a division winner will receive $50.

League Champion – 50% of excess funds
Fantasy Bowl Runner-Up – 25 % of excess funds
Third Place – 15% of excess funds
Fourth Place – 10% of excess funds

PANDEMIC PAYOUT SCHEDULE (50% OF TOTAL PRIZE POOL)

Each owner of a division winner will receive $25.

LeagueLeague Champion – 50% of excess funds
